Is a GST address change a core amendment?

This differs from non-core amendments, which the portal can process without tax-officer approval. Businesses should therefore not expect a principal-place address change to update instantly merely because the application has been submitted.

Can the State be changed in the same GST registration?

No. A GST registration is State-specific. The GST Portal's official guidance states that the principal place of business must be within the State in which registration is sought, and the State field cannot be edited in the principal-place tab.

So, if a Delhi-registered business shifts its principal place from one Delhi address to another, an amendment route can be relevant. If the business shifts its operations from Delhi to Haryana, it cannot simply replace Delhi with Haryana in the same GSTIN. The registration position in the old and new States must be dealt with separately based on the facts and registration liability.

What is the time limit for reporting the change?

The CBIC registration rules state that where particulars furnished in the registration application change, the registered person should submit the amendment application electronically within 15 days of the change, together with documents relating to that change.

For internal compliance, businesses should therefore treat relocation as a GST action item at the time the premises change, not as a year-end clean-up exercise.

What documents can support the new business address?

The GST Portal's registration document checklist recognises several types of proof for a principal or additional place of business. Depending on the nature of possession, these include a property tax receipt, municipal khata copy, electricity bill, rent or lease agreement, consent letter, and documents or certificates issued by government.

The exact evidence should match the taxpayer's occupancy arrangement. For example, a rented office would ordinarily call for documents supporting the tenancy and the premises, while a consent-based arrangement should be supported by the relevant consent documentation and address evidence.

Step-by-step practical process

  1. Identify the type of move: confirm whether the new address is in the same State and whether it replaces the principal place or is being added as an additional place.
  2. Collect address evidence: prepare the appropriate ownership, lease, consent or utility-related documents before starting the amendment.
  3. File the core amendment: use the GST Portal registration-amendment functionality and update the relevant place-of-business details.
  4. Check all linked fields: review nature of possession, business activities at the premises, jurisdiction-related information and additional-place details where applicable.
  5. Submit with verification: complete the prescribed verification and submit through the applicable authentication method.
  6. Track officer action: because an address change is a core amendment, monitor the application for approval or any clarification request.
  7. Download the updated certificate: after approval, verify that the registration certificate shows the correct principal or additional place of business.

Example: moving an office within the same State

Suppose an accounting consultancy registered in Maharashtra moves its principal office from one Mumbai premises to another. Because the State remains Maharashtra, the business can use the amendment mechanism to change its principal place of business. The address change is a core amendment, so it is subject to officer approval and should be supported with appropriate premises documents.

If the same consultancy instead closes Maharashtra operations and moves entirely to Karnataka, changing the State inside the existing Maharashtra registration is not available. The business must separately evaluate cancellation or continuation of the Maharashtra registration and registration requirements in Karnataka.

  • Treating a State change as an address edit: the State cannot simply be changed within the same GST registration.
