In the wake of violence in Charlottesville, Virginia, that erupted over the removal of a statue of Confederate General Robert E. Lee, many U.S. municipalities and states moved to take down monuments of the Confederacy. Statues in Baltimore and Durham, North Carolina, were removed from their plinths, either by citizens who organized online or by government decree, and more are likely to follow in Nashville and Memphis. New Orleans began a two-year process of removing Confederate statues from its public spaces in 2015.

Richmond Mayor Levar Stoney's Monument Avenue Commission, composed of academics, historians, and community leaders, will include an examination of the removal or relocation of some or all of the city's Confederate statues and, presumably, their plinths.

But the biggest hurdle to re-adorning now-bare plinths of the South (and occasionally the North, too) will be the labyrinthine local and state laws that cities, government, and groups advocating removal must navigate. Some states have laws protecting war memorials, and others give local preservation commissions authority over them. Some states, like Tennessee, require a vote from particular state bodies to remove anything on state land. Some states are urging localities to remove statues, but not forcing the issue. And when statues were erected with private dollars, using taxpayer dollars to remove them and create something new can be a hard sell.

The four plinths on each corner of Trafalgar Square were supposed to hold statues of British kings and generals. But the last one, constructed in 1841, never got its intended equestrian statue of William IV after funding dried up. For a century and a half, Britons debated what should top the fourth plinth, before opting in 2003 to give the park to the city and the plinth to a worthy artist to be chosen each year to sculpt a new commission.
