What has changed

 

Phase 6 of the Insolvency and Bankruptcy Board of India’s Valuation Examinations takes effect from 21 August 2026, bringing a revised syllabus and examination framework for all three registered-valuer asset classes: Land and Building, Plant and Machinery, and Securities or Financial Assets.

IBBI announced the revised framework through Press Release No. IBBI/PR/2026/09 dated 20 May 2026 under rule 5(3) of the Companies (Registered Valuers and Valuation) Rules, 2017. With the effective date now arriving, candidates preparing for examinations from August 21 onward need to align their study material with the Phase 6 syllabus rather than the earlier phase.

 

Which valuation examinations move to Phase 6

 

The new syllabus and format apply to the three asset classes for which IBBI conducts Valuation Examinations:

 

- Land and Building

 

 

- Plant and Machinery

 

 

- Securities or Financial Assets

 

IBBI’s notification states that the syllabus, format and frequency published for these examinations apply from 21 August 2026. For laws, Acts of Parliament, rules and regulations referred to in the syllabus, the Land and Building syllabus expressly states that candidates should take them as notified up to 30 June 2026.

 

What changes candidates should notice

 

The Phase 6 material places greater emphasis on current regulatory and professional requirements around valuation. The official syllabus includes the Insolvency and Bankruptcy Code, 2016 and regulations made under it, alongside the Companies (Registered Valuers and Valuation) Rules, 2017 and other laws relevant to the respective asset class.

The revised framework also brings in subjects that have become more important to valuation practice. The syllabus materials and the ICAI Insolvency, Bankruptcy and Valuation Standards Board’s candidate alert highlight areas such as the IBBI Valuation Guidelines, International Valuation Standards 2025, the role of a coordinating valuer, receivables valuation and the Digital Personal Data Protection Act, 2023.

 

Land and Building syllabus

 

For Land and Building, the official Phase 6 syllabus combines core valuation theory with accountancy, economics, statistics, real-estate laws, professional ethics and insolvency-related law. The legal portion specifically includes the IBC and regulations made under it, selected provisions of the Companies Act, 2013 and the Registered Valuers and Valuation Rules.

The professional and business ethics section also includes the Digital Personal Data Protection Act, 2023 and rules made under it. The valuation components continue to cover income, market and cost approaches, along with practical purposes such as bank finance, auction reserve, insurance, sale and purchase, disputes, probate, partition, stamp duty, capital gains, lease and mortgage valuations.

 

Plant and Machinery and Securities or Financial Assets

 

The Phase 6 revision is not limited to real-estate valuers. The Plant and Machinery and Securities or Financial Assets examinations also move to the revised framework from the same date. The official material expands the focus on the IBC framework, current valuation standards and professional documentation expected in real assignments.

For candidates in Securities or Financial Assets, the revised syllabus places particular relevance on financial reporting, valuation methods, documentation and reporting, alongside the insolvency and registered-valuer framework. For Plant and Machinery candidates, the revised curriculum similarly combines technical valuation concepts with the current legal, regulatory and professional context.

 

Why the August 21 cut-over matters

 

The key practical issue is the examination date. Candidates sitting a Valuation Examination on or after 21 August 2026 should prepare against the Phase 6 syllabus and the applicable cut-off for laws and regulations, rather than relying on older outlines or question-bank assumptions.

Professionals and registered valuer organisations supporting candidates should also update course notes and mock tests to reflect the new areas. Topics such as current valuation standards, IBBI’s valuation framework, data-protection obligations and insolvency-linked valuation work can affect both conceptual and practical questions.
