RBI Penalises Vikas Souharda Co-operative Bank ₹1 Lakh for NPA Classification Lapse
Read Time:
The Reserve Bank of India has imposed a monetary penalty of ₹1 lakh on Vikas Souharda Co-operative Bank Limited, Hosapete, Karnataka, for non-compliance with RBI directions relating to income recognition, asset classification, provisioning and other related matters for urban co-operative banks.
What RBI found
RBI said the sustained charge was that the bank had failed to classify certain loan accounts as non-performing assets. The regulator's action therefore relates to regulatory compliance with asset-classification requirements rather than to the validity of any individual customer transaction or agreement.
Order and legal basis
The penalty was imposed through an RBI order dated 20 August 2026 and disclosed in a press release dated 24 August 2026. RBI stated that it exercised its powers under section 47A(1)(c), read with sections 46(4)(i) and 56 of the Banking Regulation Act, 1949.
The supervisory process was linked to a statutory inspection of the bank conducted with reference to its financial position as on 31 March 2025.
How the enforcement process unfolded
RBI said supervisory findings and related correspondence led to a show-cause notice asking the bank why a monetary penalty should not be imposed. The regulator considered the bank's written reply and oral submissions made during a personal hearing before concluding that the NPA-classification charge was sustained.
Why the finding matters for compliance teams
For co-operative banks, auditors and finance professionals, the order is a reminder that loan-account classification is a core prudential reporting issue. Incorrect or delayed NPA recognition can affect income recognition and provisioning and can therefore distort the reported quality of a loan book.
RBI also expressly clarified that the penalty is based on deficiencies in regulatory compliance. It is not intended to determine the validity of transactions or agreements entered into by the bank with its customers.
Further action remains possible
The central bank said the monetary penalty is without prejudice to any other action that RBI may initiate against the bank. The press release itself does not state that any further action has been taken.
The key compliance lesson is specific: regulated co-operative banks must ensure that loan accounts are classified as NPAs in accordance with applicable RBI directions and that the resulting income-recognition and provisioning treatment follows from that classification. Audit and finance teams should treat asset-classification controls as a high-risk area because RBI can test them through statutory inspection and follow up with enforcement where non-compliance is sustained.
