Income Tax Department Updates Instant e-PAN Guidance: DigiLocker Access and Date-of-Birth Proof Now Central to the Online Flow

The Income Tax Department has updated its official guidance for the Instant e-PAN service, setting out the current eligibility conditions and a DigiLocker-linked process for verifying date-of-birth information. The service remains free and available before login on the e-Filing portal for eligible individuals who have not already been allotted a PAN.
The updated FAQ makes clear that applicants need three core prerequisites: a valid Aadhaar number, an active mobile number linked to Aadhaar for OTP verification, and access to DigiLocker. The DigiLocker step is used to fetch date-of-birth information and supporting proof as part of PAN generation.
Who can use Instant e-PAN?
The service is intended for an individual who does not already have a PAN and can complete Aadhaar-based verification. It is not available to a person who already has a PAN, a minor on the date of the request, or a person covered as a representative assessee under section 160 of the Income Tax Act, 1961 or section 303 of the Income Tax Act, 2025.
The department also confirms that there is no fee for generating an Instant e-PAN.
DigiLocker is now a key part of the process
During the flow, the applicant is redirected to DigiLocker so the department can obtain date-of-birth details and supporting proof. The FAQ lists accepted documents including a driving licence, birth certificate, Class X marksheet, Class X compartment marksheet, matriculation passing certificate and a health card or certificate.
The applicant must allow the relevant document to be shared with the Income Tax Department. The guidance advises users to ensure the chosen document has already been fetched from the relevant issuer and is available in DigiLocker.
If multiple eligible documents are selected, the FAQ says they are sorted alphabetically and the first document in that order is used as the date-of-birth proof.
What if the applicant has no DigiLocker account?
A DigiLocker account is required to complete the Instant e-PAN process. An applicant who does not already have one can create it during the flow using the Aadhaar-linked mobile number for OTP verification.
If the mobile number is not linked to Aadhaar, the applicant must first update Aadhaar through an enrolment or update centre because both Aadhaar OTP validation and DigiLocker sign-up depend on the active mobile link.
What if the required document is not in DigiLocker?
The department’s FAQ suggests checking whether the issuing authority is available as a DigiLocker partner and attempting to pull the document directly using the relevant identification details. Where supported, a self-attested scanned copy may be uploaded and e-signed. If an acceptable document cannot be fetched or uploaded, the applicant may need to use the regular PAN application route instead of Instant e-PAN.
Email validation and status tracking
Email validation is optional during the Instant e-PAN generation stage. However, if email was not validated while generating the e-PAN or updating PAN details, validation becomes compulsory when registering on the e-Filing portal.
After successful submission, the applicant receives an acknowledgement number and a confirmation on the Aadhaar-linked mobile. Status can be checked without logging in by using the Instant e-PAN quick link, entering Aadhaar and validating the OTP sent to the registered mobile number.
Once the e-PAN is generated, the applicant can view or download it and can proceed to create an e-Filing account. Existing registered users can also access the e-PAN through the Services section after login.
The updated workflow makes DigiLocker readiness an important part of a successful Instant e-PAN request. Applicants should check the Aadhaar-mobile link and ensure an accepted date-of-birth document is available in DigiLocker before starting the process, particularly where PAN is needed quickly for tax, banking or financial transactions.
