ICAI MEF 2026-27 Open Until 29 August: Eligibility, OTP Declaration and Financial Documents CAs Must Check

The Institute of Chartered Accountants of India has opened the Multipurpose Empanelment Form (MEF) for 2026-27, and practising CAs and eligible firms have until 29 August 2026 to submit the online form and declaration. ICAI's Professional Development Committee announced the hosting of MEF 2026-27 on 7 August 2026 and has also issued a detailed advisory covering eligibility, data verification, declarations, experience, staff particulars and financial documents.
MEF is an important annual exercise because information submitted through the form may be shared by ICAI with RBI, NABARD, CRCS and other authorities for empanelment for professional work. The filing therefore deserves more attention than a routine profile update: the data entered can influence how the applicant is evaluated for future professional assignments.
Who is eligible to file MEF 2026-27?
ICAI's current advisory states that the form may be filed by partnership or LLP firms that were in existence on 1 July 2026, proprietary firms in existence on that date, and members who held a full-time Certificate of Practice on 1 July 2026 and practise in their individual name.
ICAI also cautions that eligibility to file MEF is not the same as eligibility for every audit allotment. Each auditee or authority may apply its own criteria when panels are used for professional assignments. Applicants should therefore treat MEF filing as the empanelment gateway, not as a guarantee of audit work.
Existing applicants can reuse prior credentials
Applicants already registered for MEF in previous years may use their existing credentials to log in. First-time applicants must register for MEF 2026-27 through the dedicated portal. ICAI's announcement specifically advises applicants to read the current advisory before filling the form.
The form separates data into fields sourced from ICAI's Self-Service Portal and fields that the applicant can update. Green fields are non-editable and are fetched from SSP, while white fields are editable and generally carry forward information from the previous year's MEF. If an applicant finds an error in a green field, the underlying SSP record needs to be corrected for the change to be properly reflected.
Once submitted, MEF cannot be edited
A practical point in the advisory is that MEF allows page-wise saving and can be edited any number of times before final submission. However, once submitted, it cannot be edited. This makes a pre-submission review essential, especially for firms with multiple partners, CA employees, audit-experience claims or changes in constitution.
ICAI's rules on partner and proprietor credit also make continuity important. For example, credit for a partner generally depends on exclusive association with the applicant as on 1 July 2026 and continuing until the later verification stage. Similar continuity conditions apply to individual practitioners and full-time CA employees.
Declaration requires OTP validation
The MEF declaration must be validated through One Time Password. ICAI states that OTPs are sent to the email address and mobile number registered in SSP. Where contact details require correction, the member should first update SSP and then refresh the details in MEF.
For firms, the declaration is to be validated by all partners, while a proprietor or individual practitioner validates the declaration applicable to that status. ICAI also advises that the draft MEF be circulated internally before submission so partners can review the information before completing OTP validation.
Financial documents are mandatory for applicants
The 2026-27 advisory requires applicants to upload prescribed financial documents for FY 2024-25. For partnership firms, this includes the firm's complete income-tax return in JSON format, ITR acknowledgement, computation of total income, balance sheet and income and expenditure account, together with specified tax-return documents for partners.
For sole proprietors and members practising in individual name, the list similarly includes the complete ITR JSON, acknowledgement, computation, balance sheet and income and expenditure account. ICAI provides a specific relaxation for applicants who used the presumptive taxation scheme under section 44ADA for FY 2024-25: such applicants need not submit the balance sheet and income and expenditure account where their ITR was filed accordingly.
Audit experience must be reported carefully
ICAI's advisory makes clear that audit experience is recognised only where the member has signed the audit report or conducted the audit. Experience earned merely as an articled assistant, audit assistant or CA employee is not to be included as the member's audit experience.
The advisory also contains separate parameters for bank-audit experience and for panels connected with statutory auditors of State Co-operative Banks and Central Co-operative Banks. Applicants should therefore avoid treating all audit assignments as interchangeable when completing the experience section.
Practical checklist before 29 August
- Confirm that the firm or individual practitioner met the eligibility position as on 1 July 2026.
- Reconcile SSP data before relying on non-editable green fields.
- Review partner, proprietor and CA-employee exclusivity conditions.
- Collect the required FY 2024-25 financial and income-tax documents in the prescribed formats.
- Complete OTP validation using current SSP email and mobile details.
- Circulate the draft internally before final submission because the submitted MEF cannot be edited.
- Retain the final acknowledgement and monitor any draft panel or verification communication issued later by ICAI.
