ICSI Council Approves Revised Auditing Standards, 2027 Syllabus Exposure Draft and Wider CSEET Entry
The Institute of Company Secretaries of India (ICSI) has published a set of decisions approved by its Council at the meeting held on 28 August 2026, covering professional standards, securities-law guidance, the proposed 2027 student syllabus, CSEET entry rules and student-support measures. The package is unusually broad because it affects both practising professionals and students preparing to enter or progress through the Company Secretary course.
Professional standards and insider-trading guidance get 2026 revisions
The Council approved the Guidance Note on the SEBI (Prohibition of Insider Trading) Regulations, 2015, Revised Edition 2026. It also approved the ICSI Auditing Standards CSAS-1 to CSAS-4, Revised Edition 2026. These two decisions are directly relevant to company secretaries, secretarial-audit teams, listed-company compliance functions and professionals who advise boards on governance and securities-law controls.
For practitioners, the immediate point is to watch for the Institute’s detailed publication and implementation material. The Council document records the approvals, but it does not itself state a separate effective date, transition period or detailed change matrix for the revised Guidance Note or the revised auditing standards. Firms should therefore avoid assuming that every internal checklist must change immediately solely on the basis of the one-page Council decision list.
New Syllabus 2027 moves to stakeholder consultation
The Council also approved an Exposure Draft of the New Syllabus 2027 for stakeholder consultation. ICSI says the draft covers the scheme of papers, mode of examination and assessment pattern. This is a significant education-policy step, but it is still an exposure-draft stage rather than a final notified syllabus.
Students, coaching providers and employers planning training pipelines should distinguish between the consultation stage and final implementation. Until ICSI publishes the exposure draft and subsequent final decisions, existing students should continue to follow the currently applicable syllabus, examination and transition instructions.
CSEET provisional registration widened to Class X pass students
One of the most notable access changes is the Council’s approval to revise the eligibility criteria for registration to the Company Secretary Executive Entrance Test (CSEET) by permitting provisional registration of students who have passed Class X/Matriculation. The Council paper does not set out the detailed mechanics, documentary requirements or the point at which such provisional candidates become eligible to sit the examination, so those operational rules will need to be checked in ICSI’s subsequent student announcement.
The decision can nevertheless expand the point at which school students begin formal engagement with the CS pathway. For schools, career counsellors and families, the practical consequence is that planning for CSEET may start earlier, subject to the final registration conditions issued by the Institute.
Free doubt-clearing classes and a new Students’ Benevolent Fund
ICSI approved free online doubt-clearing classes for Executive and Professional Programme students. It also approved creation of an ICSI Students’ Benevolent Fund intended to provide financial assistance to registered students facing unforeseen emergencies. The Council note does not specify launch dates, eligibility thresholds or claim procedures for the fund, so students should wait for the detailed operating guidelines before treating assistance as immediately available.
The Council further approved felicitation of the first, second and third All India Rank holders of the Executive and Professional Programme examinations. June-session rank holders are to be felicitated during the National Convention of Company Secretaries and December-session rank holders during the National PCS Conference, as applicable, with further felicitation at press conferences held during those programmes.
Chapter governance and infrastructure decisions
Other approvals include a new logo for the Company Secretaries Benevolent Fund, standard operating procedures following constitution of a new evolving chapter, amendments to the ICSI Chapter Management Guidelines 2024, acquisition of land for the Thiruvananthapuram Chapter and in-principle approval for a plot or premises for the Ahmedabad Chapter subject to recommendations of the Western India Regional Council.
What professionals and students should do now
- Practitioners: track the released 2026 versions of the PIT Guidance Note and CSAS-1 to CSAS-4 before updating engagement methodologies and compliance templates.
- Students: watch for the New Syllabus 2027 exposure draft, CSEET provisional-registration instructions and launch details for free doubt-clearing classes.
- Training teams and educators: avoid treating the 2027 syllabus or CSEET mechanics as final until ICSI issues the corresponding detailed documents.
Practical takeaway: the 28 August Council decisions point to simultaneous changes in professional practice guidance and the student pipeline. The approvals are important, but several operational details still depend on follow-up publications from ICSI.

Key takeaway
The official Council decision list combines several current professional-standard and education changes that CS students, secretarial auditors and corporate-compliance teams are likely to search separately.
